The Note 9 features one of the largest batteries in a Samsung flagship ever, with a 4000mAh capacity that can last all day long. Of course, the Note 10 line was released this year with updated specs, but there are still a ton of reasons why someone might want the Note 9 over this year's model. Firstly, the price is much more palatable, especially with deals like this one. The Note 9 display is technically better with a 6.4-inch screen with a 2960 x 1440 resolution, compared to the Note 10's 6.3-inch display at a resolution of 2280 x 1080.
You might also think the battery of the new phone would be better too but think again. The Galaxy Note 9 has a 4,000 mAh battery, whereas the Note 10's battery is just 3,500 mAh. The Note 9 also has a microSD slot, something you have to grab the more expensive Note 10+ for in the newer line. The Note 10 even (controversially?) ditched the headphone jack this year but it's still there on the Note 9 which will be a boon for some users.
